Further probe for Global Fund scandals
Prime Minister, Apolo Nsibambi, has revealed the government’s directive to investigate on referred the three former health ministers in relation to the Global Fund scandal.
Maj. Gen. Jim Muhwezi, Capt. Mike Mukula and Dr. Alex Kamugisha are to be investigated by the Criminal Investigations Department (CID), with a view to prosecution for lying under oath, issuing false documents and causing financial loss.
CID officials have been given six months to investigate these cases so that the Director of Public Prosecutions (DPP) can determine whom to prosecute.
Nsibambi, was launching the Government white paper at the Media Centre on 10th refuting the accusation that they receive reports and don’t take action.
The Government accepted 99 percent of the recommendations made by the Global Fund commission of inquiry, headed by Justice James Ogoola.
Justice Ogoola mentioned that it would be essential for the CID, the IGG and the Auditor General to go into more details of the scandal.
The government concur with the Ogoola`s commission that over 300 agencies of Global Fund recipients, should refund the money misused with instructions to investigated the recipient organizations by CID for criminal liability.
The Government has also ordered the Inspector General of Government (IGG) to investigate the project coordinator, Dr. Tiberius Muhebwa, in relation to questionable procurements, fraudulent foreign exchange transactions and overall mismanagement of the Project Management Unit.
The Government paper also agrees with the commission that dfcu Bank refund sh455m lost in foreign exchange transactions which the bank had already refunded some of the money.
The paper requests the DPP to determine criminality in the relationship between Muhwezi, Muhebwa, the broker and the former dfcu managers.
The charges against Prof. Francis Omaswa and his wife accused of diverting Global Fund money to finance trips abroad did not effect but instead instructed the Ministry of Health to refund the money.
Nsibambi explained that the Government’s response took time because the issues concerned “eminent people”.
Nsibambi assured permanent secretaries that they’re protected by the Constitution to perform their duty without interference, calling them to be firm in rejecting wrong directives from their ministers.
However, he added that it was unacceptable for a minister to collude with a permanent secretary to steal funds.
The State Minister for Health, Richard Nduhura, said the Global Fund officials had assured the Government that grants will be restored soon after a team from
Nduhura assured the public that the stock of ARVs was sufficient to bridge the gap until the next delivery.
DPP will soon start prosecution sessions against two officials of the Ministry of Health, George Komurubuga, Faustine Echengu, and their accomplices, Member of Parliament (MP) Rubabo Paula Turyahikayo and Dr. Kirungi accused of interference with judicial evidence, lying under oath and bribery.
The Ogoola Commission of Inquiry was set up in September 2005 to look into alleged mismanagement of the Global Fund to fight AIDS, tuberculosis and malaria and the commission handed its report to President Yoweri Museveni in May 2006.
In Mukono, police arrested DP spokesperson Betty Nambooze, Mukono district councillor Jamir Kakembo and other five DP supporters as they assembled at the Kame Valley Market to celebrated election petition victory against Rev. Peter Bakaluba Mukasa.
Nambooze said while detained at Mukono police station that the Police had not told them the charges preferred against them and officials were still waiting communications from Kampala Region Commander, Benson Oyo Nyeko. Read more...

The information obtained shows that the centre of operations for the said mission was the Central Brigade in Lubiri, Kampala. Following protracted meetings commanders of the said Brigade detailed two NRA officers to carry out constant surveillance and trailing to determine where Dr Kayiira lived which people he moved with and which offices he frequented. The said commanders enlisted the services of one vicious NRA commander "Suicide Brewery" who was tasked to lead the operation. "Suicide Brewery" commands one of the NRA battalions in Northern Uganda,It was further revealed that "Suicide Brewery" led a group of 10 NRA soldiers who stormed the home of Mr Gombya ' on the night of 6th March 1987 and kilted Dr Kayiira. THE body of former Uganda rebel leader Alice Lakwena is still at the Garissa Provincial Hospital mortuary in north eastern Kenya as authorities wait for instructions from Kampala over burial arrangements.

The body was taken on Thursday for preservation afternoon following her death at Ifo refugee camp where she lived since 1996 after being granted asylum by the UN refugee agency.
Armed police from Daadab accompanied by the refugee agency’s officials escorted the body through the a 200km journey and delivered it to the hospital’s mortuary authorities.
Dr. Khadijah Ahmed Abdalla, chief of the Hospital said she did not know if an autopsy would be carried out on the corpse that was wheeled into the new morgue immediately.
“We do not have a pathologist here. If there is a need for an autopsy the parties will have to look for a pathologist.”
